Councillor Vodden Comments On Releasing Job Descriptions – No Benefit & Very Bad Idea

People have the right to public information, but I am not aware of any right pertaining to a blog’s right to information. Information requests from a blog do not, in my estimation, have any status.

There is no legal requirement for placing job descriptions or personal employment information on a municipality’s website.

Placing such information on a website, in my view, is a very bad idea. Such an action runs counter to the fundamental purpose of job descriptions.

Job descriptions are management documents intended to guide incumbents of a position as to the organization’s general expectations for that person’s performance. With the exception of some unionized situations, the JD does not limit the person’s duties, nor does it dictate what the employee must be doing at any given moment. Unexpected situations require people to do things not mentioned in the JD, and circumstances make it unnecessary or improper to do some of the specified tasks at particular times. Most job descriptions deal with those conditions with a phrase such as other related duties” and “if and when required”.

The management of employee performance requires judgment and in depth knowledge of the situation. An outsider is in no position to draw any conclusions about an individual’s performance by reading the job description and observing random moments of an employee’s work efforts.

Citizens are in a better position to monitor the municipality’s operations by being aware of the goals and objectives of the municipality’s plans
