(Ottawa, ON) – August 26, 2015, The Ontario Provincial Police (OPP), Ottawa Detachment was responding to a two vehicle collision on Highway 417 eastbound near the Palladium Road overpass.
Prior to officers arriving at scene, a tow truck operator was assisting the drivers involved in the collision. A passing vehicle subsequently struck the tow truck operator and one of the vehicles involved in the initial collision.
The 45 year old male tow truck operator was transported to hospital with life threatening injuries, he remains in hospital. Three others were taken to hospital with non-life threatening injuries, and later released.
Lane reductions were put in place, while the OPP Technical Collision Investigators (TCI) assisted with the investigation. It was raining heavily at the time of the collision.
As a result of the investigation, the female driver, 19 year old Zoya FLICK of Smiths Falls, was issued a Provincial Offence Notice for:
Improper Tires – contrary to section 70(3)(a) of the Highway Traffic Act

Replace tires when the tread is less than 1.5 millimetres deep or when tread-wear indicators touch the road. Vehicles that weigh more than 4,500 kilograms must replace their front tires when tread is less than three millimetres deep; and
Replace tires that have bumps, bulges, knots, exposed cords or tread and sidewall cuts deep enough to expose cords.
