Russell County News

Since the beginning of October 2016, Russell County Ontario Provincial Police (OPP) investigated a total of 1,259  occurrences.   The occurrences included: domestic disputes,  assaults, sexual assault, threats, mischiefs, bail violations, frauds, motor vehicle collision, and drug/alcohol related occurrences. 

A total of 132 occurrences were cleared by charges.

Domestic Disputes

Russell County OPP Officers investigated 45 domestic disputes. 

Driving related offences

Within the last month, Russell County OPP arrested and charged five (5) males and four (4) females in relation to impaired driving. Yvon Loyer, aged 48 of Rockland, Johanne Bissonnette, aged 49 of Rockland, Emilie Lirette, aged 21 of Nation, Sylvie Ouelette, aged 43 of Limoges, Diane Lacroix, aged 65 of Embrun, Alain Cubahiro Rubabaza, aged 33 of Gatineau, Diego Kluver, aged 35 of Ottawa, Roch LouisSeize, aged 60 of Alfred and Dillon Lapier, aged 22 of South Dundas will attend Provincial Court of Justice in L’Orignal ON for their first appearance in November 2016.

The drivers charged with excess blood alcohol were subject to an automatic 90 day driver’s license suspension and their vehicles were impounded for 7 days.

ATM theft

On October 30th, 2016, Russell County OPP responded to a theft of money from an ATM at a local business in Rockland. The investigation is still on going.

Male charged in relation to stolen property

On November 6th, 2016 at approximately 11:12 a.m., Officers attended a residence in Cheney (Clarence-Rockland) to serve a court document and located a stolen ATV at the rear of the property. A Search warrant was requested and executed.

As a result of the investigation OPP seized a large quantity of stolen property.

Norris Hugh Blake (46) of Cheney was arrested and is charged with;

5x Possession Property Obtained by Crime under $5000

The accused was released with a promise to appear on 4 December, 2016 at the Ontario Court of Justice in l’Orignal, ON
