At the start of the May 21, 2013 council meeting, Neil Vincent asked
for a motion to accept the agenda. Deputy David Riach’s hand
rose, but Neil Vincent could not remember Deputy Dave’s name.
Councillors openly mocked the Mayor’s brain fart, offering incorrect
names, laughing, and one Councillor even referred to the Mayor as
George”. This was only the first of several “confused and
disoriented” moments the Mayor had at the meeting. This week
