Traffic Stop Ends With Drugs and Weapons Charges

(COLBORNE, ON) – On Wednesday December 3, 2014 a Northumberland Ontario Provincial Police (OPP) officer on general patrol duties made a routine traffic stop on King Street in downtown Colborne that ended with two people in police custody.

At about 4:20 pm yesterday, the OPP officer saw a 1997 Honda CRV with a temporary validation permit and stopped the vehicle to check if the permit was current. A male passenger immediately exited the vehicle and entered into several local businesses. The traffic stop turned into a drug investigation as the officer detected an odour of unburned marijuana coming from the vehicle. The officer located 9 grams of marijuana and a 9 inch collapsible baton under the front driver’s seat. The female was arrested for these two offences. (NOTE: this type of baton is a weapon within the meaning of the Criminal Code).

The officer asked then asked her the identity of the male passenger and was provided a false name. The male was located by assisting police officers exiting a local business where he was previously seen entering. The male was properly identified who also confirmed to be on a probation condition not to associate with the female. The female was re-arrested for obstruct police.

Robert James Arthur WAPSHAW, age 34 from Belleville, Ontario has been charged with the following offences:

Fail to comply with probation order – 3 counts – Criminal Code
Possession of weapon for dangerous purpose – Criminal Code
Possession of a schedule ll substance – cannabis marijuana – under 30 grams – Controlled Drugs and Substances Act.

Darcy Lynn-Ann KLEINSTEUBER, age 27 from Picton, Ontario has been charge with the following offences:

Possession of weapon for dangerous purpose – Criminal Code
Obstruct Peace Officer – Criminal Code
Possession of a schedule ll substance – cannabis marijuana – under 30 grams – Controlled Drugs and Substances Act.

The male accused was held for a bail hearing on Thursday December 4, 2014 at 1:30 pm at the Ontario Court of Justice in Cobourg. The female accused was released on a promise to appear on Tuesday January 6, 2015 at the Ontario Court of Justice at 9:30 am in Brighton.
