Mayor, Two Councillors and Lawyer Charged In Political Corruption Case

(ROCKLAND, ON) In August 2011, the Russell County Crime Unit of the Ontario Provincial Police (OPP) launched an investigation upon receiving a complaint that emails between local politicians were illegally intercepted.

The OPP’s Anti-Rackets Branch assumed the investigation in October 2011 and as a result of that investigation it was determined that no criminal offence occurred.

An investigation into the content of the emails that were released resulted in four (4) people charged with Breach of Trust:

Marcel GUIBORD, 66 of Clarence-Rockland (Mayor)

Guy FÉLIO, 55 of Clarence Rockland (Councillor) and

Diane CHOINIÈRE, 54 of Clarence-Rockland (Councillor)

Stéphane LALONDE, 47 of Ottawa (Lawyer)

LALONDE has been also charged with Counselling to Commit Breach of Trust.

The accused have been released on a Promise to Appear and Officer-In-Charge Undertaking with conditions to appear in the Ontario Court of Justice, L’Orignal on October 23, 2013.
