(CHAMPLAIN, ON) – On Saturday September 03rd, shortly before 8:30 pm, Hawkesbury OPP officers responded to a dispatched call in the Vankleek Hill area. Upon arrival, Constables Jean-Francois Gagnon and Pascal David intercepted a 2001 blue Ford Freestar van, stopped at a local gas station on Highway 34 in Champlain Township.
Interaction with the male driver gave the officers reason to believe that he had operated his motor vehicle with blood alcohol content over 80 mgs.
Consequently, the driver, James CHAMPAGNE (24 yrs) of North Glengarry Township, was arrested and charged under the Criminal Code of Canada with the following section:
– Care or Control Over 80 mgs.
The vehicle was seized for 7 days and the driver’s licence was immediately suspended for 90 days.
The traffic stop resulted in locating open alcohol inside the vehicle.
The driver was charged under the Liquor Licence Act with the following section:
– Having care or control of a motor vehicle with open container of liquor
He was later released and scheduled to appear at court in L’Orignal.

(HAWKESBURY, ON) – On September 04th, at 6:00 pm, Hawkesbury OPP Constable Chantal Duchesne was on patrol on McGill Street in the Town of Hawkesbury when she intercepted a grey 2003 Volkswagen Jetta.
Interaction with the male driver gave the officer reason to believe that he had operated his motor vehicle with blood alcohol content over 80 mgs. The driver failed to provide a driver’s licence and deliberately verbally gave a false identification to the officer.
Further investigation revealed the true identity of the driver. The male driver was previously charged and was in violation of several of his conditions.
Consequently, the driver, Larry, Armand DUCHESNE (40 yrs) of Lachine, Quebec, was charged under the Criminal Code of Canada with the following sections:
– Driving with More than 80 mgs. of Alcohol in Blood
– Driving While Ability Impaired- motor vehicle (Alcohol)
– Fail to Comply with Recognizance ( 6 counts )
– Driving while Disqualified – court order
– Public Mischief
– Personation with intent to avoid arrest, prosecution or obstruct justice (Identity fraud)
The vehicle was seized for 45 days and the driver’s licence was immediately suspended for 90 days.
He was charged under the Highway Traffic Act with the following sections:
– Fail to surrender permit for motor vehicle
– Drive commercial motor vehicle – no licence
He was also charged under the Compulsory Automobile Insurance Act with the following section:
– Fail to surrender insurance card
The driver was kept in custody pending his court hearing in L’Orignal.

(ALFRED-PLANTAGENET, ON) – On Friday evening September 09th, shortly before midnight, Hawkesbury OPP Constable Matthew Priess intercepted a blue 2002 GMC Sonoma pickup truck on County Road 9 in the Alfred-Plantagenet Township.
Interaction with the female driver gave the officer reason to believe that she had operated her motor vehicle with blood alcohol content over 80 mgs.
Consequently, the driver, Chayita MEIER (40 yrs) of Clarence-Rockland, was arrested and charged under the Criminal Code of Canada with the following section:
– Driving with More than 80 mgs of Alcohol in Blood.
The vehicle was seized for 7 days and the driver’s licence was immediately suspended for 90 days.
The traffic stop resulted in locating open alcohol inside the vehicle. The driver was charged under the Liquor Licence Act with the following section:
– Driving motor vehicle with open container of liquor
She was later released and scheduled to appear at court in L’Orignal.

(HAWKESBURY, ON) – In the night of September 11th, at 2:15 am, Hawkesbury OPP officers Patrick Chartrand and Jean-Michel Maceus were on patrol when they intercepted a black 2012 Volkswagen Passat on Main Street East in the Town of Hawkesbury.
Interaction with the male driver gave the officers reason to believe that he had operated his motor vehicle with blood alcohol content over 80 mgs.
Consequently, the driver, Mathieu JEROME (24 yrs) of Hawkesbury, was arrested and charged under the Criminal Code of Canada with the following section:
– Driving with More than 80 mgs. of Alcohol in Blood
The vehicle was seized for 7 days and the driver’s licence was immediately suspended for 90 days.
He was later released and scheduled to appear at court in L’Orignal.

(ALFRED-PLANTAGENET, ON) – On Sunday morning September 25th, at 7:30 am, Hawkesbury OPP Constables Simon Boudreau and Marc Lauzon responded to a suspicious person call on Ritchance Road near Alfred.
Officers arrived on scene and observed a male sleeping in the driver seat of a 2000 black Honda Civic with the engine running.
Interaction with the male driver gave the officer reason to believe that he had driven his motor vehicle with his abilities impaired by alcohol.
Consequently, the driver, Sebastien BEAUDRY (22 yrs) of Hawkesbury, was charged under the Criminal Code of Canada with the following section:
– Care or Control While Impaired (Alcohol)
The traffic stop resulted in the male driver being in possession of Cannabis resin (hashish). He was then charged under the Controlled Drugs and Substances Act with the following section:
– Possession of a Schedule II substance- Cannabis resin – over 1gram
He was later released and scheduled to appear at court on October 26th, 2016 in L’Orignal.
DRIVING WHILE SUSPENDED RESULTED IN DRUG SEIZURE
(HAWKESBURY, ON) – On Friday September 30th, at 5:30 pm, Hawkesbury OPP officer Jonathan Lacelle was on patrol when he intercepted a white 2009 Mazda 3 on Nelson Street West in the Town of Hawkesbury. Investigation revealed that the male driver was suspended from driving.
The traffic stop resulted in the driver being in possession of methamphetamine (speed) tablets and cannabis marihuana.
Consequently, the driver, Eric DUPUIS (28 yrs) of Alfred-Plantagenet, was arrested and charged under the Controlled Drugs and Substances Act with sections:
– Possession of a Schedule I substance for the purpose of Trafficking- Other Drugs
– Possession of a Schedule II substance- Cannabis Marihuana – under 30grams
He was also charged under the Highway Traffic Act with the following section:
– Driving while under suspension
The estimated street value of the seized controlled substances is $1,000.
He was released and scheduled to appear at court on October 26th, 2016 in L’Orignal.
TRAFFIC STOP LEADS TO NUMEROUS CHARGES
(HAWKESBURY, ON) – In the night of October 01st, at 2:30 am, Hawkesbury OPP officer Jonathan Lacelle was on patrol in the Town of Hawkesbury, when he noticed a 2002 white Chevrolet Cavalier parked in a ‘No parking’ zone, on the wrong side of the road of Spence Avenue. The vehicle driver was sleeping, slumped over the steering wheel.
The traffic stop resulted in the male driver being in possession of crystal methamphetamine, codeine pills, numerous methamphetamine (speed) tablets, cannabis marihuana, and trafficking materials. He was also in possession of weapons including a prohibited weapon.
Investigation revealed that the male was in violation of several of his court conditions including to abide by a curfew.
Cedric BLAIS (38 yrs) of Gatineau, Quebec, was arrested and charged under the Criminal Code of Canada with the following sections:
– Fail to Comply with Undertaking ( 3 counts )
– Fail to Comply with Recognizance ( 6 counts )
– Unauthorized Possession of Weapon
He was also charged under the Controlled Drugs and Substances Act with the following sections:
– Possession of a Schedule I substance for the purpose of Trafficking- Other Drugs ( 3 counts )
– Possession of a Schedule II substance for the purpose of Trafficking- under 3 kg
The estimated, combined value of the seized controlled substances is over $9,700.
He was kept in custody for a bail hearing on October 03rd, which was then rescheduled to October 12th, 2016 at L’Orignal court.
ARREST DURING EXECUTION OF WARRANT
(ALFRED-PLANTAGENET, ON) – On October 04th, 2016, members of the Organized Crime Enforcement Bureau (OCEB) – Drug Enforcement Unit (DEU) – Community Drug Action Team (CDAT), assisted by the East Region Emergency Response Team (ERT) and the Canine Unit (K9), executed a Controlled Drugs and Substances Act (CDSA) Search Warrant in the Alfred-Plantagenet Township, resulting in the seizure of methamphetamine (speed) tablets, cocaine, cannabis marihuana, trafficking materials, and Canadian currency.
Kevin CHENIER (26 yrs) of Alfred-Plantagenet was arrested and charged under the Controlled Drugs and Substances Act with the following sections:
– Possession of a Schedule I substance for the purpose of Trafficking – Cocaine
– Possession of a Schedule II substance for the purpose of Trafficking- under 3 kg
– Possession of a Schedule I substance for the purpose of Trafficking- Other Drugs
– Possession of a Schedule II substance- Cannabis resin – under 1gram
He was also charged under the Criminal Code of Canada with the following section:
– Possession of proceeds of property obtained by crime under $5000 – in Canada
The estimated, combined value of the seized controlled substances and Canadian currency is over $6,900.
He was released and scheduled to appear at court on November 02nd, 2016 in L’Orignal.
TRAFFIC STOP LEADS TO DRUG AND WEAPON CHARGES
(HAWKESBURY, ON) – On Wednesday October 05th, shortly before 11:00 pm, Constable Simon Boudreau intercepted a 1999 grey Audi while on patrol on Main Street East in the Town of Hawkesbury.
The traffic stop resulted in the male driver being in possession of several methamphetamine (speed) tablets, cocaine, trafficking materials, and Canadian currency, as well as a prohibited weapon.
Consequently, the driver, Daniel BROWN (42 yrs) of Vankleek Hill, was arrested and charged under the Controlled Drugs and Substances Act with the following sections:
– Possession of a Schedule I substance for the purpose of Trafficking – Cocaine
– Possession of a Schedule I substance for the purpose of Trafficking- Other Drugs
He was also charged under the Criminal Code of Canada with the following sections:
– Possession Property Obtained by Crime Under $5,000 – in Canada
– Transport firearm, weapon, prohibited device or ammunition in a careless manner
– Occupant of motor vehicle knowing there was prohibited device or ammunition
– Unauthorized Possession of Weapon
The estimated value of the seized controlled substances and Canadian currency is over $3,300.
He was kept for a bail hearing scheduled the next day. The accused thereafter remained in custody pending his next bail hearing rescheduled on October 12th, 2016 at L’Orignal court.
THEFT OF GENERATOR
(ALFRED-PLANTAGENET, ON) – The Hawkesbury OPP needs your help in solving a theft of a mobile generator that occurred on Saturday evening, shortly before 10:30 pm, on August 13th, 2016. The item was stolen from a property on Peat Moss Road in Alfred.
The grey mobile diesel generator, a 2012 Doosan, 550-volts, model # G240WJD, with serial # 447828UJWE25 was valued at $110,000.00. The generator was hauled by the suspect’s vehicle as it is already mounted on a trailer.
