Bernie Bailey had the floor at the 20Jan2014 council meeting when
Reeve Neil Vincent interrupted him, to allow unelected archie
macgowan to interrupt. Bailey threw his hands in the air in
disbelief that Neil Vincent so rudely silenced him. The public
gallery, which overflowed into the hallway, was shocked by this
abuse of power. It was like an arrogant parent silencing a
child, akin to saying shut up
