(BRANT COUNTY, ON) –A County of Brant Ontario Provincial Police (OPP) member was operating a police cruiser equipped with the Automatic Licence Plate Recognition Program (ALPR) on Paris Road when the program identified a passing vehicle as being stolen on 28 July 2015 at approximately 9:00 p.m.
The OPP member initiated a vehicle stop on the 2012 Honda Pilot which had previously been reported stolen to police.
OPP investigators have charged 21-year-old Baron BRADLEY-SEARLES of Brantford with Possession of Stolen Property under the Criminal Code of Canada.
He will appear in the Ontario Court of Justice in Brantford at a later date to answer to the charge.
Some information regarding the Automatic Licence Plate Recognition Program (ALPR)
· The OPP is the first police service in Ontario and one of the first in Canada to target licence plates in poor standing and suspended drivers with their Automatic Licence Plate Recognition Program (ALPR).
• Through its continued partnership with the Ministry of Transportation Ontario (MTO) and the Ontario Information and Privacy Commissioner (IPC), Ontario roads will be much safer now that the OPP has this ability.
• The OPP only retains ALPR records for scanned plates that match the hot list and these are stored for evidentiary purposes. Data for plates that do not generate a hit are automatically deleted from the ALPR vehicle system daily and the OPP ALPR server every 10 minutes. The Information Privacy Commissioner (IPC) has been briefed throughout the development of this program from the outset, including information about data files and data retention.
• A hot list is a list of licence plates in poor standing that is downloaded daily into the police vehicle’s on–board computer and when a plate is scanned, it is checked against the hot list. The hot list accesses the Canadian Police Information Centre (CPIC) database and MTO’s database to which licence plates in poor standing are registered
• Licence plates that fall into one or more of the following categories are considered plates in poor standing:
• plates associated with stolen vehicles
• plates reported stolen or missing
• plates with expired validation tags
• plates that have been suspended
• unissued plates reported stolen
• missing stock or spoiled plates never issued
• plates that belong to drivers with suspended licences
• Persons with outstanding Canada wide warrants
• Persons reported missing
