SAFETY WITHOUT BORDERS
(Hawkesbury, ON) The Hawkesbury OPP Detachment wishes to inform the community that they will participate in the “Safety Without Borders” operation which will be conducted in partnership with the New York State Police on July 1st 2015. The one day initiative will be done throughout eastern Canada in conjunction with bordering police services from the states of New York, Vermont, New Hampshire and Maine.
The goal of the initiative is to exchange ideas while working together in a seamless fashion during enforcement activities:
1. Demonstrate that Canadian and American police services are united in their efforts to make roads safer and protect motorists.
2. Reinforce the fact that police forces cooperate across borders in road safety interventions.
3. Raise driver awareness of the importance of learning about, and obeying the laws when travelling in another country or province.
4. Ensure high police visibility during simultaneous joint operations.
As part of these operations, various interventions will be conducted to raise driver awareness of the following issues:
– Impaired Driving
– Seatbelts
– Aggressive Driving
– Distracted Driving
Drivers can expect an increased chance of driving through spot checks and RIDE roadblocks during that day.
IMPAIRED DRIVERS
(Hawkesbury, ON) – In the early morning of Friday June 18th, shortly after 3:30 am, Hawkesbury OPP Constable Marc Lauzon intercepted a 2002 GMC Envoy on John Street in Hawkesbury.
Interaction with the driver gave the officer reason to believe that he was driving his motor vehicle with blood alcohol content over the legal limit.
Further investigation revealed that the driver was in possession of baggies with cocaine residues, which were seized.
Consequently, the driver, Jeffery HUTT (29 yrs) of Cornwall, ON, was charged under the Criminal Code of Canada with the following sections:
– 253(1)(a) Driving While Ability Impaired – motor vehicle (Alcohol and Drug)
– 253(1)(b) Driving with More than 80 mgs. of Alcohol in Blood.
He was charged under the Controlled Drugs and Substances Act with section CDSA 4(1) Possession of a Schedule I Substance- Cocaine
He was also charged under the Highway Traffic Act with section 62 (19) Improper number plate light
He was later released and scheduled to appear at court in July 15th, 2015 in L’Orignal.

(Vankleek Hill, ON) – In the early morning of Sunday June 28th, at approximately 1:40 am, Hawkesbury OPP Constable Simon Boudreau intercepted a black 2008 Jeep Wrangler at a RIDE checkpoint at the Main and High Street intersection in Vankleek Hill.
Interaction with the driver gave the officer reason to believe that he was driving his motor vehicle with blood alcohol content over the legal limit.
Further investigation revealed that the driver was in possession of Marijuana.
Consequently, the driver, Andrew HIGGINSON (37 yrs) of Hawkesbury, ON, was charged under the Criminal Code of Canada with section 253(1)(b) Driving with More than 80 mgs. of Alcohol in Blood.
He was charged under the Controlled Drugs and Substances Act with section 4(1) Possession of a Schedule II substance- Cannabis Marihuana – under 30grams
He was later released and scheduled to appear at court in July 22nd, 2015 in L’Orignal.
