(RUSSELL COUNTY, ON) – The Russell County Detachment of the Ontario Provincial Police (OPP) is investigating several incidents after responding to 231 calls for service from Sunday October 11th to Saturday October 17th. Among these occurrences, OPP responded to five domestic disputes, two assaults, one drug offences and one impaired related occurrence. As a result of those occurrences, five males were charged with various offences.
Domestic Assault
On the 12th of October OPP Provincial Constable Jason ST-AMOUR responded to a report of a domestic situation at a residence in the city of Rockland. Investigation indicated that an altercation had occurred between an adult male and an adult female resulting in the male assaulting the female. Further information received that the male had threatened to cause damage to personal items of the female.
An adult male (26) from Rockland, Ontario was arrested and is charged with Uttering Threats – Damage Property contrary to Section 264.1(1)(b) and Assault – Spousal contrary to Section 266 of the Criminal Code of Canada.
He was released and scheduled to appear at the Ontario Court of Justice in Cornwall on October 28, 2015. The names of the accused persons are being withheld in order to protect the identity of the victim.
Theft
The Russell County OPP (Ontario Provincial Police) is requesting the public’s assistance in identifying the person(s) responsible for the thefts of tailgates from the area of Clarence-Rockland.
During the night of the 11th of October a tailgate was stolen from a grey 2012 Ford pickup truck while parked in a driveway located on Labelle Road. Similarly, during the night of the 12th of October a tailgate was stolen from a 2004 GMC Sierra pickup truck while parked in a driveway located on Du Lac Road.
Any person with information regarding the person(s) responsible for this theft should immediately contact the Ontario Provincial Police at 1-888-310-1122. Should you wish to remain anonymous, you may call Crime Stoppers at 1-800-222-8477 (TIPS), where you may be eligible to receive a cash reward.
Alcohol related incident
On the 14th of October OPP Provincial Constable Michael CUNNING and Gabriel IORDACHE were conducting a R.I.D.E. (Reduce Impaired Driving Everywhere) enforcement check in the Nation Township. A pickup truck arrived at the R.I.D.E. and an odor of alcohol was detected emitting from the driver’s breath. The driver admitted to drinking earlier in the evening. He was arrested after failing a roadside A.S.D. (Approved Screening Device) test. Following breath tests at the detachment, Jocelyn ALLAIRE, age 42 of Casselman, was charged with Impaired Operation of a Motor Vehicle contrary to Section 253(1)(a) and with Operate a Motor Vehicle with more than 80 mgs/alcohol in 100 ml/blood contrary to Section 253(1)(b) of the Criminal Code of Canada. He was released on a promise to appear in court in L’Orignal on November 4th 2015.
Any driver charged with excess blood alcohol is also subject to an automatic 90 day driver’s license suspension and their vehicle will be impounded for 7 days.

Drug related offence
On the 12th of October OPP Provincial Constable Michel CORBEIL was conducting a R.I.D.E. (Reduce Impaired Driving Everywhere) enforcement check in the city of Clarence-Rockland. A vehicle pulled up at the ride and the officer observed in plain view a green leafy substance on the driver’s lap. Mitchell WRIGHT, age 21 of Ottawa, was charged with Possession of Cannabis Marihuana contrary to Section 4(1) of the Controlled Drug and Substances Act. A total of 8 grams of Marihuana was seized.
Traffic violation
On the 13th of October OPP Provincial Constable Marc LEBLANC was conducting stationary speed enforcement on Russell Road in Clarence-Rockland. The officer observed a Nissan Maxima travelling at a high rate of speed and determined the speed to be 145km/hr in a posted 80km/hr zone. The driver, Julien PILON, age 25 of L’Orignal, was charged for Race a Motor Vehicle contrary to Section 172(1) of the Highway Traffic Act. His driver’s licence was suspended for seven days and the vehicle was impounded for seven days as a result of the stunt driving charge. The driver is scheduled to appear at the L’Orignal court on the 12th November 2015.
