(Stormont, Dundas Counties) – On Thursday July 28th, 2016, the OPP Drug Enforcement Unit (Cornwall) concluded Project CARDIFF a Controlled Drugs and Substances Act (CDSA) investigation into Matthew COLLINS (34), of Ingleside (ON).

As a result, ten (10) Section 11 CDSA search warrants were executed in Stormont & Dundas Counties as well as in the City of Cornwall.

Numerous police units assisted in the successful execution of all warrants, including the; OPP Organized Crime Enforcement Bureau, OPP Tactics and Rescue Unit, OPP Emergency Response Team, and the Cornwall Community Police Service.

The search warrants were for the following locations:

1. The residence of Matthew COLLINS, located on Maple St, Ingleside (ON).

2. A lot belonging to Matthew COLLINS located on Duffy’s Rd South Stormont (ON)

3. The residence of Jeff POND, located on Baldwin St, Cornwall (ON).

4. The residence of Michael FRANCIS, located on Fifth St, Morrisburg (ON).

5. The residence of Monique GARLOUGH, located on CR 29, South Stormont (ON).

6. The residence of Rodney BECKSTEAD, located on North Lunenburg Rd, South Stormont (ON).

7. The residence of Calvin ZERON, located on CR 15, South Stormont (ON).

8. The residence of Eldon COLLINS, located on Duffy’s Rd, South Stormont (ON).

9. The residence of Jason WHITELAND, located on Duffy’s Rd, South Stormont (ON).

10. The residence of Steven PRUNNER, located on Broken Second Rd, South Dundas (ON).

At the conclusion of the search from each location police located and seized the following evidence:

1. The residence of Matthew COLLINS, Ingleside (ON).

• 3 grams Cannabis marihuana

• $16,730 Canadian currency

2. The residence of Jeff POND, Cornwall (ON):

• 1313 methamphetamine pills

• 61 marihuana plants

• 55 marihuana plant clones

• 6 pounds of marihuana bud

• 9 grams of Cannabis resin

• 84 unknown pills

• 85 vials of an unknown substance

• 0.5 grams of an unknown powder

• 60 oxycodone pills

• 63 grams of psilocybin

• 5.7 grams suspected cocaine

• $10060.00 Canadian currency

• $2926.00 US currency

3. The residence of Michael FRANCIS, Morrisburg (ON):

• 125 grams of Cannabis resin

• 103 grams of Cocaine

• 34 Oxycodone pills

• 79 percocet pills

• 29 grams of Marihuana Bud

• $870 Canadian Currency

4. The residence of Monique GARLOUGH, South Stormont (ON):

• 22 grams of Cocaine

• 17 methamphetamine pills

• $840 Canadian currency

5. The residence of Rodney BECKSTEAD, South Stormont (ON).

• 52 grams of Cannabis marihuana

• 3 grams of Cannabis resin

• 218 unknown pills

6. The residence of Calvin ZERON, South Stormont (ON).

• 5 grams of Cannabis marihuana

7. The residence of Eldon COLLINS, South Stormont (ON).

• 22 caliber long gun and shells

• 75 grams of Cannabis resin

• 144 grams of marihuana bud

• 8.9 kilograms of marihuana shake

• 39 marihuana plants

8. The residence of Jason WHITELAND, South Stormont (ON).

• 26.7 grams of cocaine

• 8 marihuana plants

• $900 Canadian currency

9. The residence of Steven PRUNNER, South Dundas (ON).

• 13 grams of Cannabis marihuana

• 281 grams of Cannabis Marihuana Shake

As a result of this investigation the following charges were laid against Matthew COLLINS (34) of Ingleside (ON):

1) CDSA 4(1) Possession of a Schedule II substance- Cannabis Marihuana – under 30grams

2) CC 733.1(1) Fail to Comply with Probation Order

3) CC 354(1)(a) Possession of proceeds of property obtained by crime over $5000 – in Canada

He was held in custody pending an appearance (bail) at the Ontario Court of Justice in

Cornwall.

As a result of this investigation the following charges were laid against Jeff POND (42) of Cornwall (ON):

1) CDSA 7(1) Produce a Schedule II substance – cannabis marihuana

2) CDSA 4(1) Possession of a Schedule I Substance- Cocaine

3) CDSA 5(2) Possession of a Schedule I substance for the purpose of Trafficking- Other Drugs

4) CDSA 5(2) Possession of a Schedule II substance for the purpose of Trafficking -over 3 kg

5) CDSA 5(2) Possession of a Schedule III substance for the purpose of Trafficking

6) CDSA 4(1) Possession of a Schedule II substance- Cannabis resin – over 1gram

7) CDSA 5(2) Possession of a Schedule I substance for the purpose of Trafficking- Other Drugs

8) CC 354(1)(a) Possession of proceeds of property obtained by crime over $5000 – in Canada

He was held in custody pending an appearance (bail) at the Ontario Court of Justice in

Cornwall.

As a result of this investigation the following charges were laid against Michael FRANCIS (35) of Morrisburg (ON).

1) CDSA 4(1) Possession of a Schedule II substance- Cannabis Marihuana – under 30grams

2) CDSA 5(2) Possession of a Schedule I substance for the purpose of Trafficking – Cocaine

3) CDSA 5(2) Possession of a Schedule II substance for the purpose of Trafficking- under 3 kg

4) CC 354(1)(a) Possession of proceeds of property obtained by crime under $5000 – in Canada

5) CDSA 5(2) Possession of a Schedule I substance for the purpose of Trafficking- Other Drugs

He was held in custody pending an appearance (bail) at the Ontario Court of Justice in

Cornwall.

As a result of this investigation the following charges were laid against Rodney BECKSTEAD (47) of South Stormont (ON):

1) CDSA 5(2) Possession of a Schedule II substance for the purpose of Trafficking- under 3 kg

2) CC 354(1)(a) Possession Property Obtained by Crime Under $5,000 – in Canada

3) CDSA 4(1) Possession of a Schedule II substance- Cannabis resin – over 1gram

He was released and scheduled to appear at the Ontario Court of Justice in Cornwall on September 1st, 2016

As a result of this investigation the following charges were laid against Steve PRUNNER (49) of South Dundas (ON):

1) CDSA 7(1) Produce a Schedule II substance – (cannabis marihuana)

2) CDSA 4(1) Possession of a Schedule II substance-Cannabis Marihuana – over 30 grams

He was released and scheduled to appear at the Ontario Court of Justice in Morrisburg on September 6, 2016.

As a result of this investigation the following charges were laid against Monique GARLOUGH (44) of South Stormont (ON):

1) CDSA 4(1) Possession of a Schedule I Substance – Methamphetamine

2) CDSA 5(2) Possession of a Schedule I substance for the purpose of Trafficking – Cocaine

3) CC 354(1)(a) Possession Property Obtained by Crime Under $5,000 – in Canada

She was released and scheduled to appear at the Ontario Court of Justice in Cornwall on September 1st, 2016.

As a result of this investigation the following charge was laid against Jason WHITELAND (31) of South Stormont (ON):

1) CDSA 5(2) Possession of a Schedule I substance for the purpose of Trafficking – Cocaine

2) CDSA 7(1) Produce a Schedule II substance – (cannabis marihuana)

3) CC 354(1)(a) Possession of proceeds of property obtained by crime over $5000 – in Canada

4) CC 86(1) Careless storage of Firearm, Weapon, Prohibited device or ammunition

5) CC 92(1) Knowledge of Unauthorized Possession of Firearm

6) CC 91(1) Unauthorized Possession of a Firearm

He was released and scheduled to appear at the Ontario Court of Justice in Cornwall on September 1st, 2016.

As a result of this investigation the following charge was laid against Eldon COLLINS (53) of South Stormont (ON):

1) CC 86(1) Careless storage of Firearm, Weapon, Prohibited device or ammunition

2) CC 92(1) Knowledge of Unauthorized Possession of Firearm

3) CC 91(1) Unauthorized Possession of a Firearm

4) CDSA 5(2) Possession of a Schedule II substance for the purpose of Trafficking- under kg

5) CDSA 5(2) Possession of a Schedule II substance for the purpose of Trafficking -over 3 kg

6) CDSA 7(1) Produce a Schedule II substance – (cannabis marihuana)

He was held in custody pending an appearance (bail) at the Ontario Court of Justice in

Cornwall.

As a result of this investigation the following charge was laid against Calvin ZERON (25) of South Stormont (ON):

1) CDSA 4(1) Possession of a Schedule II substance- Cannabis Marihuana – under 30grams

He was released and scheduled to appear at the Ontario Court of Justice in Cornwall on September 1st, 2016.

As a result of this investigation the following charges were laid against Robert CORBETT (35) of South Dundas (ON):

1) CC 145(3) Fail to Comply with Recognizance

2) CC 145(3) Fail to Comply with Recognizance

3) CC 145(3) Fail to Comply with Recognizance
