(Windsor, ON) – The Repeat Offender Parole Enforcement (ROPE) Squad is requesting the public’s assistance in locating a federal offender wanted on a Canada Wide Warrant as a result of his Breach of Parole.
Richard MATTHEWS is described as a white male, 56 years of age, 5’9” (175cm), 160lbs (72kg), brown eyes and brown hair. He is serving a 4 year and 11 month sentence for Theft X 2 and Failing to Comply with Probation Order X 4.
The offender is known to frequent the Windsor and Essex County area.
