Manslaughter Charges In Overdose Death – MCLEAN & LONG

(NORFOLK COUNTY, ON) – On Tuesday, July 14, 2020, members of the Ontario Provincial Police (OPP) Norfolk County Major Crime Unit, under the direction of the OPP Criminal Investigation Branch (CIB) have charged two persons as a result of a fentanyl overdose, which claimed a life in Simcoe.

On Monday, May 4, 2020, police were called to a residence on Norfolk Street South in Simcoe where Lorraine Denise DAWLEY, 55-years-old, was found unresponsive and later died at the scene. The investigation has revealed that the victim died as a result of a fentanyl overdose.

Jeffery Steven MCLEAN, 45-years-old, from Norfolk County has been charged with the following offences:

Manslaughter contrary to section 236(b) of the Criminal Code (CC); and with

Criminal Negligence Causing Death contrary to section 220(b) of the CC.

Michael Anthony LONG, 53-years-old, from Norfolk County has been charged with the following offences:

Manslaughter contrary to section 236(b) of the CC; and with

Criminal Negligence Causing Death contrary to section 220(b) of the CC.

Both accused are scheduled to appear in the Ontario Court of Justice located in Simcoe on Tuesday, July 14, 2020.

The Ontario Provincial Police (OPP) have investigated 18 occurrences where charges have been laid for Manslaughter and/or Criminal Negligence Causing Death in relation to fatal overdoses since 2016. Of these occurrences, five (5) were this year.
