Joseph FILOSA – Impaired Driving, Drive Wrong Side of Road

(MUNICIPALITY OF GREY HIGHLANDS, ON) – On Friday, October 31, 2014 at approximately 5:00 p.m., a Grey County Ontario Provincial Police (OPP) officer came upon a northbound vehicle on the West Back Line, in the Municipality of Grey Highlands, which was weaving and being driven on the wrong side of the road at a slow rate of speed. The vehicle, a Buick, which appeared to have fresh front end damage and was eliminating smoke, broke down just as the officer was attempting to stop the vehicle.

The lone male driver was arrested after he exhibited signs of impairment by drug. He was transported to an OPP Detachment where he was evaluated by a Drug Recognition Expert Officer who determined that he was impaired by drug.

Joseph FILOSA, age 58, of the Municipality of Grey Highlands, was charged with the criminal offence of operating a motor vehicle while impaired by drug. He was also charged with operating a motor vehicle without insurance under the Compulsory Automobile Act; possession of marihuana under 30 grams under the Controlled Drugs and Substances Act; and use plates not authorized and driving under suspension under the Highway Traffic Act.

He is scheduled to appear in court in Owen Sound on Thursday, November 20, 2014.
