Hawkesbury Police Press Releases

In the weeks of January 25th to February 01st, Hawkesbury Ontario Provincial Police (OPP) officers responded to 133 occurrences. Two break and enter incidents were reported. Three incidents of assault and three incidents of theft were reported. In the last week, officers investigated one impaired driving related incident. Out of these 133 occurrences, 20 concluded with charges.

ARREST DURING EXECUTION OF WARRANT

(HAWKESBURY, ON) – On January 28th, 2016, members of the Organized Crime Enforcement Bureau – Drug Enforcement Unit (DEU) – Cornwall Community Drug Action Team and Tactical Rescue Unit (TRU) executed a Search Warrant in the town of Hawkesbury, resulting in the seizure of methamphetamine and ecstasy tablets, cannabis marijuana and firearms.

Stephane KIEFFER (44 yrs) of Hawkesbury was arrested and charged under the Controlled Drugs and Substances Act with the following:

– 5(2) Possession of a Schedule I (methamphetamines tablets) substance for the purpose of trafficking

– 5(2) Possession of a Schedule I (ecstasy tablets) substance for the purpose of trafficking

– 5(2) Possession of a Schedule I substance for the purpose of trafficking

– 5(2) Possession of a Schedule II (Cannabis marijuana) substance for the purpose of trafficking

He was also charged under the Criminal Code of Canada with the following offences:

– 92(2) Knowledge of Unauthorized Possession of Weapon

– 117.01(1) Possession of Firearm or Ammunition contrary to Prohibition Order

– 733.1(1) Fail to Comply with Probation Order

He was not released and kept for a bail hearing scheduled on February 04th, 2016 at L’Orignal court.

THIEF CAUGHT RED-HANDED

(ALFRED-PLANTAGENET, ON) – A stolen snow blower was recovered on Montee Charette Road in Alfred near a snow mobile trail in the morning of Friday January 29th 2016.

Constable J. Laliberte of the OPP Forensic Identification Services (FIS) was on duty when he stopped to assist a motorist on County Road 15 near Montee Charette Road.

The investigation revealed that a snow blower, valued at $1000, had just been stolen from a nearby residence.

Consequently, the motorist Paul Jr CAMPBELL (40 yrs) of Alfred was arrested and charged under the Criminal Code of Canada with the following section:

– 334(b) Theft Under $5000

He was later released and scheduled to appear at court on March 02nd, 2016 in L’Orignal.

The owner of the snow blower was subsequently informed of the theft and property was returned.

IMPAIRED DRIVER – MOTOR VEHICLES COLLISION

(CHAMPLAIN, ON) – On Saturday afternoon January 30th, shortly before 2:30pm, Hawkesbury OPP officer Mike Roy was dispatched to the scene of a two motor vehicles collision on County Road 17 at the intersection of Longueuil Street in L’Orignal.

The driver of a 2000 brown Chevrolet Malibu was traveling on County Road 17 when he struck the rear of a vehicle stopped at the red light at the intersection. Both drivers did not sustain any injuries.

Interaction with the driver gave the officer reason to believe that he had driven his motor vehicle with his abilities impaired by alcohol.

Consequently, the driver, Pascal LALONDE (42 yrs) of Victoria Street in L’Orignal, was charged under the Criminal Code of Canada with the following sections:

253(1)(a) Driving While Ability Impaired – motor vehicle (Alcohol)

253(1)(b) Driving with More than 80 mgs. of Alcohol in Blood.

The vehicle was seized for 7 days and the driver’s licence was immediately suspended for 90 days.

He was later released and scheduled to appear at court on February 17th, 2016 in L’Orignal.

BREAK AND ENTER

(HAWKESBURY, ON) – Constable Sebastien Brisson of the Hawkesbury OPP is investigating a break and enter incident that occurred at a Nelson Street West apartment in Hawkesbury.

The investigation revealed that someone gained access to the apartment sometime on January 31st by breaking the front door window where a jewelry box was stolen.

The matter is still under investigation.

NO ICE IS WITHOUT RISK

(HAWKESBURY, ON) – The Hawkesbury Ontario Provincial Police (OPP) would like to remind the public that even though there is ice on some lakes and rivers in the area, you need to use caution if you choose to be on them. Not every lakes or rivers are the same and varying winter weather conditions and temperatures can rapidly change ice conditions.

Always check the ice in several places before stepping or travelling onto it, wear a floatation suit, carry ice picks and if you are ice fishing, at least 10 centimetres (4inches) of clear blue ice is required for walking on, 20 centimetres (8inches) for snowmobiles and 30 centimetres (12 inches) minimum is needed for most light vehicles. Double these amounts if the ice is white or opaque.

Ice safety and weight-bearing properties of ice can be affected by many factors, including thickness, currents, age of ice, pressure cracks and snow cover. Ice does not freeze at uniform thickness across bodies of water. Thickness should be checked regularly as you move further out onto the ice.

The strongest ice is clear blue in color. White or opaque ice is much weaker. A layer of heavy snow on a frozen lake or river can insulate the ice below and slow down freezing. Travelling on ice with snowmobiles or vehicles can be potentially very dangerous and added precautions must be taken. Avoid slushy ice, untracked ice, or ice near moving water or dock bubblers.

It’s important to let others know where you’re planning to fish and advise when you plan to return. If you are missing, rescue crews can narrow their search and potentially save your life.

Parents are always reminded to be mindful while children are out of school, as they may venture out on frozen ponds, ditches or waterways.

The OPP and the Ontario Federation of Snowmobile Clubs (OFSC) are reminding snowmobilers to take personal responsibility for their own safety and well-being this winter. Snowmobilers are advised to go online at www.ofsc.on.ca to check the status of local trails.

Those venturing onto the ice are reminded to keep safety in mind at all times and be prepared. Always remember that no ice is without risk.
