(Ottawa, ON) – July 7, 2015, The Ontario Provincial Police (OPP), Ottawa Detachment responded to motor vehicle collision on Highway 417 eastbound near the Carling Avenue overpass.
At approximately 1:01 pm, a large metal portion from an excavator being drawn by an eastbound tractor trailer became airborne and struck the windshield of an eastbound vehicle. The fork from the excavator created a hole in the upper left pillar of the vehicle. The driver and the passenger of the damaged vehicle were not injured.
The driver of a flatbed tractor trailer involved in the collision contacted the Ottawa OPP detachment.
The Ottawa OPP would like to thank the media and members of the public for their assistance in this incident.
The male driver, William HOOGSTRATEN 49 years old of Brant County was charged with:
Insecure Load (Commercial Motor Vehicle), contrary to section 111(2) of the Highway Traffic Act.

Drivers are responsible for making sure their load is evenly balanced and properly secured against shifting. Any cargo that breaks loose or shifts during a sudden stop or sharp turn could cause a collision. All loads carried on a motor vehicle or trailer must be bound, covered or otherwise securely fastened or loaded such that no portion of the load can fall off the vehicle or trailer.
