12 Charges Laid for Man Operating Unlicensed Vehicle-for-Hire Service

The North Bay Police Service (NBPS) has charged a local man with multiple offences under the Highway Traffic Act and By-Law 024 Vehicles for Hire and Private Transportation Companies Vehicles, following an investigation into an unlicensed vehicle-for-hire (VFH) operation.

On April 24, 2026, members of the NBPS Traffic Section and NBPS Street Crime Unit laid charges in relation to an investigation into the operation of an unlicensed VFH service in North Bay. As a result, one male faces 12 charges under the Highway Traffic Act and applicable municipal by-laws related to the licensing and operation of VFH services. Each of the 12 charges carries a fine of $630, for a total of $7,560 in fines. Charges include:

  • Six Counts of Operate VFH without VFH driver’s license
  • Six Counts of Operate VFH without VFH owner’s license

“Members of the public rely on the safety and accountability of licensed vehicle-for-hire services,” said Insp. McFarlane. “When individuals operate outside of these regulations, it puts passengers at risk and undermines those who are following the law. We will continue to take these matters seriously and maintain a zero-tolerance approach to unlicensed operations.”

The City of North Bay regulates VFH, including taxis, limousines, and rideshare services, through municipal by-laws authorized under the Municipal Act, 2001. These regulations are in place to support public safety, consumer protection, and service quality for both passengers and drivers. All vehicles-for-hire operating in the City of North Bay must be properly licensed and comply with these requirements, and residents are encouraged to use only licensed vehicle-for-hire services.
