On Tuesday, November 1, 2016, the London Police Service Sexual Assault and Child Abuse Section entered into an investigation after a woman reported to police that she had been sexually assaulted.
At approximately 3:15 a.m. that day, the woman and a friend were in the downtown area when they negotiated a ride with a male driving a dark coloured sedan, who they believed was providing a ride service. Upon their arrival at their destination, the woman and her friend paid the fare, exited the vehicle, and entered a residence. The driver of the vehicle attended the residence and advised the woman that she had left some items in the back of his vehicle. When the woman went back to the vehicle to check for the items, the driver accosted her physically and touched her in a sexual manner. The woman was able to free herself and return to the residence, and police were called. She was not injured as a result of the assault.
On Friday, November 4, 2016, police arrested Wopatshu Ukumu, 26 years old, of London, and charged him with one count of sexual assault. It was determined that he was not a driver with any cab company or ride service.
