Two Teens Charged With Drug Possession – DWYER & HAVENS

(POWASSAN, ON) – On March 24, 2018, at approximately 11:18 a.m., officers from the Powassan Detachment of the Ontario Provincial Police (OPP) were on general patrol on Highway 11 in the Municipality of Powassan when they observed a vehicle travelling at a high rate of speed.

Radar confirmed the officers’ observations, registering at over 50 km/h above the posted speed limit.

After police investigation, two people were arrested and charged. The passenger, Kevin DWYER, age 18, of the Township of North Huron, Ontario, was charged with Possession of a Schedule II Substance contrary to section 4(1) of the Controlled Drugs and Substances Act (CDSA).

The driver, Justin HAVENS, age 19, from the Township of Huron-Kinloss, Ontario, was charged with the following:

Drive Motor Vehicle Perform Stunt – Speeding by 50 or more km/h contrary to section 172(1) of the Highway Traffic Act (HTA) and

Possession of a Schedule II Substance contrary to section 4(1) of the (CDSA).

The vehicle was impounded for seven days, and his driver’s licence was suspended for seven days.

Both were released on Appearance Notices (AN) with a court date of May 1, 2018, to attend at the Ontario Court of Justice in North Bay.
