Code Of Conduct Breach

Last night councillor James Campbell notified council that one of
the councillors has been spreading confidential information. 
It is hard to articulate how serious this breach is, as it is breach
of the Public’s trust and faith.  You must watch the video to
grasp the gravity of the situation.  You will notice that two
councillors look very guilty during the Clerk’s report, and the
councillor that is normally very vocal about such issues sits in
complete silence.

Only 33% of the ballots have been returned so far.  This seems
