On February 20, 2014, the Canadian Border Services Agency (CBSA) contacted the Ontario Provincial Police, Organized Crime Enforcement Bureau Provincial Weapons Enforcement Unit (PWEU) – West Team to report that a package had been intercepted by their postal section in Vancouver, British Columbia. The package contained two prohibited devices (stun guns) disguised as cellular phones. The investigation determined that the importer was a male resident of the City of Guelph who has a residence on Janefield Avenue. The items were declared to CBSA as being something other than conducted energy weapons in an attempt to conceal the true contents of the package.
PWEU West, CBSA and the Guelph Police Service- Intelligence Unit commenced a cooperative investigation which culminated in the arrest of the Guelph male on March 18, 2014 when he knowingly took possession of the prohibited weapons.
A subsequent search of the male found that he was also in possession of a canister of an aerosol commonly referred to as pepper spray”
