At 9:30 a.m. on Friday April 18, 2014, a lone man was driving on Norman St in Waterloo when he stopped and asked an adult female pedestrian for directions. As the woman approached the car she saw that he was touching himself inappropriately. She immediately walked away from the car and the male left the area. The pedestrian was not touched or injured. The male is described as approximately 25 years, of East Indian decent, well groomed and polite, and was driving a grey car similar to a two door Honda Accord.
