Each year, since the Public Sector Salary Disclosure Act was passed in 1996, the Ontario Government has published a summary of public sector employees who were paid compensation of $100,000 or more. Organizations that receive public funding from the Province of Ontario are required to disclose the names, positions, salaries and taxable benefits of these employees.
Each organization must make the list available on their premises, in a place where any member of the public can easily see and review it. The list must be available between March 31 and December 31 of the year it is disclosed. If a member of the public would like to view this report, or have a copy, they are entitled to do so effective March 31st. The 2014 report is complete and will be available commencing March 31st through the Guelph Police Service, General Office at 15 Wyndham Street.
The Act authorizes employers to disclose the value of the salary paid and the taxable benefits as defined by the Canada Revenue Agency. The Act does not authorize employers to disclose what is specifically included in the salary paid or the specifics of the benefits so we do not comment on any of the information that is reported on this form.
TRENDING ANALYSIS:
The 2014 report includes 107 members who have been paid $100,000 or more. In 2011, 2012, and 2013 there were 36, 68 and 55 members respectively for those years. There was a significant increase in the number of members who were paid $100,000 or more in 2014 compared to the previous 3 years for the following reasons:
The 2013-2014 Guelph Police Association and Senior Officers Association contracts were ratified in 2014, therefore, retroactive pay relating to 2013 was paid in 2014;
The Guelph Police Association negotiated agreement included an option to request an overtime bank payout in June and December of each year. Also, the overtime bank cap was reduced from 100-hours to 70-hours, resulting in increased payments for overtime;
Special Duties undertaken to provide policing services to individuals or agencies within the City of Guelph (special duty earnings are 100% recovered from the client thereby having no impact on the tax payer);
Detective ranks working additional hours in specialized work units;
The rate of pay for Detective Constables with 17 or more years of policing experience exceeds $100,000; and
Sergeant and Staff Sergeant rates exceed $100,000.
Finally, the $100,000 threshold has remained the same since the Public Sector Salary Disclosure list was introduced in 1996. If the threshold had kept up with inflation (based on the consumer price index), it would now be $141,705, meaning eight (8) members would be on the current disclosed list.
