Type: Traffic Stop – Drugs
Incident # 15-16675
Date: May 29, 2015
Location: Stanley Street
Incident: On Friday May 29, 2015 shortly before 4:30 p.m. the BPS Street Crime Unit conducted a traffic stop with a motor vehicle believed involved in the illicit drug trade. The vehicle was stopped in a parking lot at Stanley Street and Dalhousie Street. The driver and passenger were both arrested for drug trafficking. The BPS Street Crimes Unit seized 13.7 grams of crack cocaine wrapped in packages believed to be for individual sale purposes and with a street value of approximately $1,370.00.
Further 4.3 grams of marihuana with a street value of $45.00 was seized.
Accused #1 also had $2,700.00 in cash on his person and accused #2 had $500.00 cash on his person. In total $3,245.00 cash was seized as proceeds of crime.
Accused #1, O’Neal Alexander GOULBOURNE, 29 yrs of Toronto and
Accused #2, Matthew Ramsay JOSEPH, 30 yrs of no fixed address are both charged with the following criminal offences;
Possession for the Purpose of Trafficking (crack cocaine)
Possession of a Controlled Substance (marihuana)
*Proceeds of Crime under $5,000.00 (Canadian currency)
Accused #1, GOULBOURNE is also charged with Breach of Probation under the Criminal Code of Canada and under the Highway Traffic Act; two counts of – ‘Driving While Under Suspension’ and issued a part 3 summons for the HTA offences.
Both accused were held in custody for a bail hearing.
Type: Disturbance
Date: May 31, 2014
Location: Market Street (100 block)
Incident: On May 31, 2015 shortly after 2:30 a.m. a Community Patrol Officer observed a large crowd had gathered out front of a liquor licensed establishment on Market Street. As the Officer approached the crowd he could hear yelling and persons in the crowd begin to push one another. Investigation revealed that a patron had exited the establishment carrying two bottles of beer. An employee with the assistance of the victim had observed this and confronted the patron in order to have the bottles returned. Investigation revealed that Accused #1 had taken a swing at the victim and the Officer separated them to prevent a further assault. Accused #1 then took off running and the Officer pursued on foot with the assistance of an employee at the establishment. While the pursuit was on going another assault took place where another male who was with Accused #1 had punched the same victim. The victim fell to the ground and knocked unconscious. Accused #2 was arrested for Assault Causing Bodily Harm. The victim was taken to hospital where he received medical care. The victims injuries are non-life threatening.
Accused #1, Robert Scott DOW 27 yr old Brantford man is charged with Assault.
Accused #2, Glenn Christopher DOW 24 yr old Brantford man is charged with Assault Causing Bodily Harm and Uttering Threats to Cause Death or Bodily Harm.
Both Accused were held in custody for a bail hearing.
Type: Break and Enter (residential)

Location: Grey Street (0-100 block)
Incident: On May 31, 2015 sometime during the day a home on Grey Street was entered. It is believed that entry was gained via an unlocked front door. No items were reported stolen at the time of this report
Type: Break and Enter (commercial)
Date: June 1, 2015
Location: Papa Johns – King George Road
Incident: On June 1, 2015 sometime between 2:30 a.m. and 2:45 a.m. a business was broken into. A front window was smashed in order to gain entry. No items reported stolen at the time of the report. Video surveillance is being reviewed.
