The London Police Service is issuing the following public warning regarding the release of a federal inmate that intends to reside in London.
Edward Alan Kelly, 39 years, was diagnosed in 1997 as having the Human Immunodeficiency Virus (H.I.V.). This resulted in Kelly being placed on an order by the Medical Officer of Health to abide by a number of conditions including that he inform his sexual partners that he is infected with HIV and that he not have unprotected sexual contact with anyone.
In 2003, the London Police Service investigated an allegation that resulted in Kelly being charged with aggravated sexual assault. On April 17, 2003, the London Police Service released his personal information, including his photograph, to alert the public that he had been charged with aggravated sexual assault and that we believed there were more victims throughout southwestern Ontario. More victims came forward. Kelly has since been convicted of a total of five aggravated sexual assault offences. Kelly befriended women, often through internet dating sites. He developed an intimate relationship with them without disclosing his condition, resulting in his criminal convictions. Kelly has been assessed as being at moderate to high risk to re-offend.
Kelly will be released from custody on September 7, 2013 after serving a federal prison term. His sentence has been served in full, therefore he cannot be bound to conditions of parole. The London Police Service initiated a process that resulted in a hearing on September 5, 2013. That hearing concluded with a Justice placing Kelly on an order under section 810.2 of the Criminal Code, allowing the police to better-monitor his activities. We are not releasing the address where Kelly intends to reside.
