(BROCKVILLE, ON) – A traffic stop for a vehicle travelling in the passing lane led to over 30 charges for the two occupants.
On Wednesday, December 17, 2025, shortly before 4:00 p.m., a member of the Ontario Provincial Police (OPP) Highway Safety Division observed an SUV with obscured windows travelling in the passing lane for an extended period of time on Highway 401 near the City of Brockville. The vehicle was stopped. Suspected drugs and stolen property were observed inside the vehicle, leading to the immediate arrest of the occupants.
The driver was permitted to operate only vehicles equipped with an ignition interlock device, which was not the case with this vehicle. The passenger provided a false identity to officers.
Members of the Leeds County Detachment of the OPP assisted with the investigation. During the search of the vehicle, officers seized the following items:
- Over 100 contraband cigarettes
- Seven vehicle key fobs
- A device typically associated with reprogramming vehicle key fobs
- Items typically associated with vehicle break-ins
- Five cellphones
- One portable computer
- Approximately 30 grams of cannabis
- Approximately two grams of suspected cocaine
- Plastic bags with suspected residue of methamphetamine
As a result of the investigation, 38-year-old Shane PERSAD of Etobicoke and 31-year-old Jagdeep DHALIWAL of Brampton have been charged with the following offences:
- Theft of motor vehicle
- Possession of device for purpose of committing theft
- Possession of break-in instruments
- Possession of property obtained by crime under $5,000
- Possession of an identity document – two counts
- Possession of a Schedule I substance – two counts
Shane PERSAD has also been charged with the following offences:
- Drive vehicle with cannabis readily available
- Fail to keep right when driving at less than normal speed
- Color coating obscuring interior
- Drive motor vehicle – not equipped with ignition interlock device
Jagdeep DHALIWAL has also been charged with the following offences:
- Obstruct peace officer
- Personation with intent
- Fail to comply with probation order – nine counts
The co-accused were held in custody and are scheduled to appear for a bail hearing before the Ontario Court of Justice in Brockville on December 18, 2025.
