(PEMBROKE, ON) – Officers with the Offender Management Apprehension Program (OMAP) unit of the Upper Ottawa Valley (UOV) Detachment of the Ontario Provincial Police (OPP) have charged an area resident with 16 Criminal Code (CC) offences after a bail violation investigation that began in January 2026.
On March 4, 2026, OMAP officers, along with UOV OPP frontline patrol officers and the OPP Canine Unit, executed an arrest warrant at a residence in the City of Pembroke. One individual was taken into custody without incident.
As a result of this incident 45-year-old Major CHARLES of Pembroke has been charged with the following CC offences:
- Failure to comply with release order – 13 counts
- Fail to comply with probation order – two counts
The accused was held for a bail hearing and remains in custody until their next appearance at the Ontario Court of Justice in Pembroke on March 19, 2026.
The Offender Management Apprehension Program (OMAP) is a crime suppression program designed to deter the criminal activities of repeat offenders. The program focuses on those who pose a risk to the safety of communities and individuals and are often involved in repeat criminal behaviour.
