Five Facing Impaired Charges After OPP Highway Enforcement Weekend

(OTTAWA, ON) – Members of the Ottawa Detachment of the Ontario Provincial Police (OPP) laid multiple impaired driving-related charges and recovered a stolen vehicle over the weekend.

Between October 3 and October 5, 2025, officers charged five individuals with impaired driving related charges. A G2 driver also faces alcohol related charges after being stopped for speeding. Officers also recovered a stolen vehicle. These incidents resulted from traffic complaints, collisions, Mandatory Alcohol Screening (MAS), and proactive enforcement on area highways.

Incident one – G2 Driver Stopped for Speeding and Registers WARN Range Suspension

Shortly before 11:00 p.m. on October 3, officers were conducting speed enforcement using LIDAR on Highway 417. A vehicle was stopped for travelling 148 km/h in a posted 100 km/h zone. During the traffic stop, officers conducted Mandatory Alcohol Screening (MAS) utilizing a roadside screening device, and the driver was brought back to Ottawa Detachment for further testing.

As a result, an 18-year-old from Carleton Place faces the following charges:

  • Novice Driver – B.A.C. Above Zero
  • Speeding – 148 km/h in a posted 100 km/h zone

The driver’s licence was suspended for three days.

Incident two – Erratic Driver Located Without Plates

Shortly after midnight on October 4, Ottawa OPP received a complaint about an erratic driver on Highway 417, the vehicle had no licence plates and nearly struck the center median. Officers located and stopped the vehicle near March Road.

As a result, Modeste Kevin SIGNE CHEUDJOU, 28 years of age from Ottawa, faces the following charges:

  • Operation while impaired – alcohol and drugs
  • Operation while impaired – blood alcohol concentration (80 plus)
  • Operate a motor vehicle without insurance
  • Fail to display two plates
  • Fail to apply for permit on becoming owner

Incident three – Stolen Vehicle Recovered on Highway 416

Shortly before 1:00 p.m. on October 4, Ottawa OPP received a report of a stolen vehicle travelling on Highway 416. Officers located and stopped the vehicle without incident. The vehicle had been reported stolen earlier that morning.

Cory BROWN, 52 years old, from Ottawa, faces the following charges:

  • Theft of motor vehicle
  • Possession of property obtained by crime over $5,000
  • Fail to comply with release order
  • Drive motor vehicle – no licence

The accused is scheduled to appear in an Ontario Court of Justice in Ottawa at a later date.

Incident four – Stunt Driving and Impaired Charge

Shortly after 1:30 a.m. on October 5, officers conducting speed enforcement on Highway 417 observed a vehicle travelling at 166 km/h in a posted 100 km/h zone. A traffic stop was conducted, and officers suspected the driver to be under the influence of alcohol. A roadside screening device was utilized, which resulted in the driver being brought back to Ottawa Detachment for further testing.

Mark AGBOR, 36 years old, from Ottawa, is charged with:

  • Operation while impaired – alcohol and drugs
  • Operation while impaired – blood alcohol concentration (80 plus)
  • Dangerous operation
  • Stunt driving – excessive speed
  • Speeding – 166 km/h in a posted 100 km/h zone
  • Novice Driver – B.A.C. above zero
  • Use plate not authorized for vehicle

Incident five – Collision Leads to Impaired Charges

Shortly after 6:00 a.m. on October 5, Ottawa OPP responded to a single-vehicle collision on Highway 416 near Hunt Club Road. The vehicle’s occupants had fled the scene but were located shortly after by officers. Following an investigation, the driver was arrested for impaired driving.

Victoria PETRASEK, 19 years old, from Gloucester, faces the following charges:

  • Operation while impaired – alcohol and drugs
  • Operation while impaired – blood alcohol concentration (80 plus)
  • Novice driver – B.A.C. above zero
  • Young driver – B.A.C. above zero
  • Fail to remain

Incident six – Proactive Traffic Stop:

Shortly before 1:00 a.m. on October 3, Ottawa OPP conducted a traffic stop on Highway 417 near Nicholas after observing the vehicle strike a construction cone. The officer suspected the driver to be under the influence of alcohol. A roadside screening device was utilized, and the driver was brought back to Ottawa Detachment for further testing.

As a result, Patrick-Jordan DIEGEL, 32 years of age, from Frontenac, faces the following charges:

  •  Operation while impaired – alcohol and drugs
  •  Operation while impaired – blood alcohol concentration (80 plus)

Incident seven – Collision results in impaired driving charges

Shortly before 3:00 a.m. on October 3, Ottawa OPP responded to a collision on Highway 417 near Maitland. The vehicle had struck the center median. Officers suspected the driver to be under the influence of alcohol. The driver, who suffered minor injuries, was transported to hospital and later released.

Sami ELKOUT, 39 years of age, from Ottawa, faces the following charges:

  • Operation while impaired – alcohol and drugs
  • Operation while impaired – blood alcohol concentration (80 plus)
  • Dangerous operation

All drivers who were charged with impaired driving related charges had their licences suspended for 90 days and had their vehicles impounded for seven days. All of the accused individuals are set to appear in an Ontario Court of Justice, in Ottawa at a later date.
